This study was undertaken in partnership with the Uganda Law Reform Commission, Law Development Centre, and MacArthur Foundation to inform development of a model law on conflict-related sexual violence.
It reviews international standards, Uganda's domestic legal framework, and field findings from survivors and institutions handling cases of conflict and atrocity-related sexual violence.
The research identifies gaps in reporting, investigation, witness protection, and reparations — and proposes legislative and institutional reforms.
